The Healthier Washington team within the Health Care Authority is looking for an enthusiastic professional to fill the Community Transformation Specialist role. The incumbent will work with a multifunctional team with a strong passion for redefining health and healthcare in Washington State and across the nation. This position is responsible for the policy design and implementation of community empowerment and accountability efforts under the Healthier Washington initiative. Through partnership as across state agencies and the collaborative engagement of the private sector, the interagency Healthier Washington team of policy, program, technical and operations support professionals will implement one of the state’s largest and most visible health reform efforts to date.For more information, go to http://www.hca.wa.gov/hw/Pages/default.aspxThe Office of Health Innovation and Reform (OHIR) is the health policy and innovation engine within Policy, Planning and Performance (PPP) for the Washington State Health Care Authority (HCA). The office serves as a primary policy design and implementation arm of the Healthier Washington initiative. OHIR is responsible for identifying, developing and pursuing innovative and evidence-based policy approaches for the state’s largest purchaser of health care. These approaches enhance the value of health care delivered in Washington State, covering both low-income populations, public employees, and integrated purchasing strategies with other agencies. OHIR oversees Medicaid policy development, integration with the health benefit exchange and other state agencies, federal flexibility and waiver initiatives, health reform planning and implementation and other special projects as assigned.Position Objective:The position is responsible for the policy design and implementation of community empowerment and accountability efforts under the Healthier Washington initiative. Under the direction of the Community Transformation Manager, this position works closely with others on the interagency Healthier Washington team, and with community and tribal partners to support the continued development of Accountable Communities of Health (ACHs), particularly as ACHs relate to interrelated Healthier Washington efforts around value-based purchasing, population health, and physical-behavioral health integration. This position manages and coordinates regional implementation efforts, provides and coordinates guidance and technical assistance to established and developing ACHs, and informs the continued development of the ACH initiative. Responsibilities include a broad range of health policy and program development activities, including: conducting in-depth research and analysis; development of innovative policy solutions and identification of necessary resources to implement policy solutions; providing consultative expertise regarding health improvement, heath care quality and cost containment; meeting planning and facilitation; consensus development; and coordinating implementation activities with relevant HCA and cross-agency program areas. This position exercises expertise and independent judgment to administer, oversee and manage program activities, including managing stakeholders, contractors, and deliverables within aggressive timelines.More about the HCA:The Health Care Authority (HCA) is Washington’s largest health care purchaser, responsible for providing comprehensive health coverage to nearly 2 million residents through the Public Employees Benefits and Medicaid programs. Duties

Manage, coordinate and support regional Accountable Community of Health efforts, contributing to the ongoing policy design of Healthier Washington’s community empowerment and accountability initiative.
- Strategize and plan highly visible convenings, webinars and other events related to the project, and assume responsibility for their organization, agendas and other materials.
- Communicate and coordinate with community stakeholders, including advocacy groups, consumer groups, health plans, providers, legislators or legislative staff, other states, national resources, etc.
- Develop and implement webinars, technical assistance and guidance materials to inform the implementation and continued development of ACHs.
- Manage, coordinate and support the activities of a project team consisting of professional, management and operational staff in the development and implementation of key elements of ACH efforts under the Healthier Washington initiative.
- Coordinate with subject matter experts from across the Healthier Washington team to inform and support ACHs’ roles in purchasing, flexible and innovative financing and investment, practice transformation, consumer engagement and activation, population health improvement, performance measurement, data collection and analytics, and the Healthier Washington evaluation.
- Research and develop strategies, and manage the development and implementation of key community elements of the Healthier Washington initiative within scope, schedule and resources.
- Research health and health care trends, reform, innovative models, and connect with counterparts in other states on these items in order to find evidence-based policy and lessons learned.
- Coordinate, review, compile and approve work from other professionals in the community, HCA, other State agencies, and contractors.
- Analyze and identify potential issues, proactively resolve problem and conflicts to ensure adherence to timelines.
- Prepare comprehensive plans, summaries, recommendations, and progress or special reports.
- Contribute to and lead elements of long-term planning to establish strategic direction and implement phased strategies.
- Perform a wide scope of complex duties and responsibilities, exercise independent judgment, and utilize delegated decision-making authority and delegated budgetary authority to administer and oversee activities relating to Healthier Washington implementation.
Develop, manage and monitor performance of Accountable Community of Health grants and contracts.- Work with contracts and grant staff to develop grant opportunity announcements, statements of work, and other grant and contract materials for the ACH initiative.
- Manage and monitor deliverables of ACH grants and contracts.
- Manage deliverables of technical assistance contractors working on implementation elements of Healthier Washington.
- Ensure compliance with the terms of contracts and resolve problems concerning the obligations of either the State or contractors.
- Ensure adherence with state and federal monitoring and evaluation of the ACH initiative.
- Process and authorize invoices and billing related to the project; manage contractual invoicing and expenditures within budget guidelines.
Manage and conduct stakeholder activities.- Work closely with HCA programs, communications, fiscal and other policy staff in stakeholder relations involving program or policy development, to include transparency enhancing activities such as education, engagement, and solicitation of internal and external stakeholder feedback.
- Work directly with stakeholders to guarantee understanding, support and appropriate application/incorporation of community engagement into business practices.
- Provide executive level presentations and legislative testimony.
- Build and sustain effective working relationships with internal and external stakeholders and develop policy, complex briefs, memos, letters and progress reports.
- Communicate and coordinate with key stakeholders, including trade associations, delivery system partners, advocacy groups, consumer groups, health plans, legislators or legislative staff, other states, national resources, etc.
- Represent HCA at the local, regional, state and national levels, working with partners on public policy issues related to health innovation and reform activities.

Required Qualifications:
- A Bachelor’s degree with major study in public health, public administration, social work, public policy or comparable area of study related to the responsibilities of the position, and four years of progressively responsible work including supervisory or consultative experience with a variety of public and/or private agencies, organizations, and/or levels of government in a related field, including health care policy analysis/implementation, coordination or consultation; health care planning; health services; social services; or Medicaid programs.
OR- A Master’s degree with study in public health, public administration, social work, public policy or comparable area of study and two years or progressively responsible work including supervisory or consultative expertise with a variety of public and/or private agencies, organizations, and/or levels of government in a related field, including health care policy analysis/implementation, coordination or consultation; health care planning; health services; social services; or Medicaid programs.
Additional years of relevant experience may substitute year for year for the required education.Demonstrated ability to:- Manage complex projects in team-based environment with multiple, internal and external contributing parties and strict timelines.
